The new premium will be 2.25 percent of the value of the loan, up from 1.75 percent</strong>.Starting this summer, to <strong>sellers will not be able to offer as much help to buyers</strong> <strong>pay their closing costs</strong>.<strong> The maximum amount of assistance will drop to 3 percent of the value of the property, from the current 6 percent.</strong>Other changes will try to hold lenders who participate in the F.H.A. program more accountable by publicly reporting their performance rankings.<strong><span style="text-decoration: underline;">The new measures are aimed at shoring up the agency&#8217;s finances while also screening out unprepared borrowers</span></strong>.</p>
<p>For years, the F.H.A. operated largely out of the public view. But it has become a subject of controversy recently even as it has ballooned in size. Some of the <strong>agency&#8217;s critics want it to</strong> <strong>tamp down risk by insuring fewer loans</strong>; <strong>others think it should help the market by insuring even more.</strong></p>
<p><strong><em>As of December, the F.H.A. was insuring 5.8 million single-family residences that had a total loan balance of $750 billion. More than half a million of the loans were seriously delinquent and heading toward foreclosure.</em></strong></p>
<p><strong><span style="text-decoration: underline;">Many of these troubled loans were made in 2007 and 2008 as the market was plunging. Last fall, the agency said its cash reserves had tumbled to 0.5 percent of its loans outstanding, far below the 2 percent mandated by Congress</span></strong>.</p>
<p>Left largely <strong>untouched</strong> by the changes is the most controversial aspect of the agency&#8217;s program: <strong><span style="text-decoration: underline;">a provision allowing buyers to make a down payment as low as 3.5 percent. Private lenders these days require at least 15 percent.</span></strong></p>
<p><strong><em><span style="text-decoration: underline;">Borrowers who want to put the minimum down will now be required to have credit scores of at least 580,</span></em></strong> a relatively poor figure. Previously, there was no minimum score. But this rule might have little effect. The agency says that in practice, new borrowers already have much higher scores.</p>
<p>F.H.A. critics argue that the agency is allowing people to become homeowners while requiring relatively little of them, which they see as a replay of the poor lending standards that created the housing boom and subsequent decline.</p>
<p>Agency officials have responded by saying that they have adequate safeguards in place to make sure that borrowers are creditworthy, and that these loans are saving the housing market from collapse.</p>
<p>Lou Barnes, a loan officer with Premier Mortgage Group in Colorado who is among those who think the government is not doing enough to support the housing market, said the changes were not unduly restrictive. He noted that the insurance premium was merely returning to its level of a decade ago.</p>
<p>&#8220;The F.H.A. has done its best to protect the taxpayer, and the least harm to the credit supply,&#8221; Mr. Barnes said.</p>
<p>An industry consultant, Howard Glaser, said that with <span style="text-decoration: underline;"><em><strong>&#8220;the F.H.A. hovering around 40 percent of new <span id="lw_1264018578_4" style="border-bottom: #0066cc 1px dashed; cursor: hand;">loan originations</span>, even small rule changes echo.&#8221;</strong></em></span></p>
<p>Mr. Glaser, a former official with the <span id="lw_1264018578_5">Department of <strong>H</strong>ousing and <strong>U</strong>rban <strong>D</strong>evelopment</span>, which includes the FHA., said that <strong>&#8220;obtaining credit will be a little more expensive or it may be a little more difficult to qualify&#8221; but that the changes were &#8220;not enough to have a systemic impact on slowing home buying.&#8221;</strong></p>

<p>The winter months are a popular time to curl up in front of the fireplace. Make sure that your fireplace is in proper condition for this winter.</p>
<p><span id="lw_1228318666_8" class="yshortcuts" style="cursor: hand; border-bottom: #0066cc 1px dashed;">Wood burning fireplaces</span> are generally considered to be extremely inefficient heat sources, but that doesn’t deter many homeowners from wanting them in their homes. There are two basic types of wood burning fireplaces: masonry and metal insert. A masonry fireplace is made of brick or mortar, and a metal insert fireplace is a prefab unit with masonry surrounding it. The chimney is the most important part of the fireplace system and should be cleaned yearly by a qualified chimney sweep to ensure it is in good working order and free of debris.</p>
<p><span id="lw_1228318666_9" class="yshortcuts">Chimneys</span> have to be lined to provide a smooth, unbroken passage for the smoke to rise and leave the house.  This keeps the flames and gases from entering the home and causing sickness, death or fire.</p>
<p>As part of an inspection, a National Property Inspections professional will check the fireplace for any major cracks in the masonry, operate the damper to ensure the flue is working properly and verify that the flue has a liner. A NPI inspector will also observe the general condition of the chimney; note the materials of its construction, the height of the chimney and any unsafe conditions.</p>

<p>Electrical holiday lights and displays attract adults and children alike. According to the <span id="lw_1228318666_12" class="yshortcuts" style="cursor: hand; border-bottom: #0066cc 1px dashed;">Consumer Product Safety Commission</span> (CPSC), it is estimated that 12,500 people go to hospital emergency rooms for falls, cuts, shocks and burns related to holiday decorating.</p>
<p>Before stringing lights, inside or out, become familiar with this safety-watch list for your holiday season:</p>
<p>• Use only lights that have been tested for safety from an independent testing laboratory.</p>
<p>• Check each set of lights, new or old, for broken or cracked sockets, frayed or bare wires, or loose connections. </p>
<p>• Use no more than three standard-size sets of lights per <span id="lw_1228318666_13" class="yshortcuts" style="cursor: hand; border-bottom: #0066cc 1px dashed;">extension cord</span>. </p>
<p>• Never run <span id="lw_1228318666_14" class="yshortcuts">extension cords</span> through water, even those labeled for outdoor use.</p>
<p>• Install automatic timers to ensure lights do get turned off before leaving or going to bed, and to save electricity at the same time.</p>
<p>• Brown or brittle needles are prone to fire, so always buy a fresh wreath or tree. Make sure artificial trees are flame-retardant.</p>

<p>Tankless water heaters, also known as “<span id="lw_1228318666_17" class="yshortcuts">instantaneous” water heaters</span>, are up to 34 percent more efficient than <span id="lw_1228318666_18" class="yshortcuts">storage tank water</span> heaters. Tankless water heaters heat water as needed, unlike <span id="lw_1228318666_19" class="yshortcuts">conventional storage heaters</span> that heat water and store it in a tank where it cools and is reheated until it is used.</p>
<p>According to a Lawrence Berkley National Laboratory study, households waste 6.35 gallons of water a day just waiting for water to heat up. Tankless water heaters can deliver hot water in as little as five seconds, while storage tanks take 30 seconds or more. These water heaters can save you money in the long run.   </p>
<p>Before you purchase a <span id="lw_1228318666_20" class="yshortcuts" style="cursor: hand; border-bottom: #0066cc 1px dashed;">tankless water heater</span>, do your homework. Find out what your groundwater temperature is. Tankless water heaters draw directly from underground supply lines, and knowing the temperature will help determine the number of degrees the water will need to be heated as it moves from underground to your tap. Think about how many <span id="lw_1228318666_21" class="yshortcuts">hot water appliances</span> you may run at the same time (dishwashers, washing machines). Add up the gallons of water you will use at <span id="lw_1228318666_22" class="yshortcuts">peak demand</span>, and buy a water heater that can heat them to your desired temperature.</p>

<p>Extension cords are used and abused, and can be great annoyances, especially during the holiday season. The tangles and knots caused by improper extension cord usage and storage can not only be a problem for you during holiday decorating, but they also promote safety risks. The <span id="lw_1228318666_25" class="yshortcuts">U.S. Consumer Product Safety Commission estimates</span> that about 4,000 injuries associated with electric extension cords are treated in hospital emergency rooms each year. Follow these tips to make sure you’re using and storing your extension cords safely.</p>
<p>Proper use:<br />
• Make sure you are using extension cords labeled for outdoor use.<br />
• Never place an extension cord under rugs or through doorways where it can be damaged by heavy foot traffic.<br />
• Don’t use staples or nails to attach extension cords to a baseboard or other surface – this could damage the cord and present a shock or <span id="lw_1228318666_26" class="yshortcuts">fire hazard</span>.</p>
<p>Proper storage:<br />
• After taking down decorations, coil up the extension cord.<br />
• Avoid wrapping the cord around your hand and elbow- this can kink the cord and result in a tangle.<br />
• One method to wrap up a cord is to hold the cord in one hand and make successive loops.<br />
• Another method is to use a device called a cord rewinder or retractor.</p>

<p>Winter is a popular time for extended vacations because of the holiday season and people relocating to second homes in warmer locations during the cold winter months. The main risks associated with leaving a home unheated over a cold winter season include freezing water and the movement of framing, drywall, plaster and flooring.</p>
<p>Before you leave your home for a majority of the winter, make sure you follow these tips to ensure a proper shut-down:</p>
<p>• <strong>Properly securing the water system involves much more than turning off the water.</strong> You must also secure anything that may contain water, including drain traps, piping, water heaters, dishwashers and clothes washers. Open up the piping at several locations to drain water.</p>
<p>• <strong>Fill drain traps and toilets with specialized antifreeze to keep sewer gas from entering your home, and to prevent freeze damage.</strong></p>
<p>• <strong>Turn off the <span id="lw_1228318666_28" class="yshortcuts">washing machine supply</span> lines, and remove and drain them.</strong> To clear water from the washing machine pump, run the washer on the fill part of its cycle, set to warm water. For a dishwasher, remove the inlet hose and open the supply valve after you have turned off the water supply to the house. Operate the dishwasher to clear the valve; remove the drain hose.</p>
<p>• <strong>Unplug all electrical appliances to prevent any damage from <span id="lw_1228318666_29" class="yshortcuts">power surges</span> or <span id="lw_1228318666_30" class="yshortcuts">lightning strikes</span>.</strong></p>
<p>• <strong>Keep the heat turned on, at a low setting to avoid the risk of structural damage of your home.</strong></p>
<p>• <strong>Rain gutters, downspouts, sump pumps and appliances can malfunction during a long winter absence.</strong> Security is also a major concern- find someone to check on your house to avoid these risks. <p>Walk outside your home by the front door all the way to the sidewalk or the street, turn around, and look back at your house. What would you see first? Scraggly plants, brown grass, snow-covered sidewalk, house light bulb burned out? Not very welcoming! If you need to, sweep the sidewalk, shovel the show, use a broom to clear off spider webs or major dust, and clean off the front porch. Replace burned light bulbs. Clean off the &#8220;Welcome&#8221; door mat so that your guests really feel welcome.</p>
<p>• <strong>Freshen Up the Planters</strong></p>
<p>Get rid of the droopy fall mums and replace with fresh poinsettias or sprays of holiday greenery. For color, add big red bows if you have time.</p>
<p>• <strong>Open the Door</strong></p>
<p>What is the first thing you see? Jackets and mittens strewn around the entry? Get a big trash or shopping bag and collect all the family things that you use every day. Stash the things away until your guests leave.</p>
<p>• <strong>Make Room for Guests&#8217; Coats</strong></p>
<p>If there&#8217;s room, push your coats and jackets to one side of your coat closet to make room for what your guests will be wearing. If your closet is too small, move some of your own coats into bedroom closets temporarily. Clear room on the closet floor if you&#8217;ll be collecting boots or overshoes. Or use a big bucket for umbrellas.</p>
<p>• <strong>Find Chairs for Everyone</strong></p>
<p>You may be having more guests than you have chairs around your living room. Forget the <span id="lw_1228133267_2" class="yshortcuts">perfect furniture arrangement</span> and collect what chairs you&#8217;ll need and arrange them around the room. Everyone will be able to talk to each other and no one will be left out or feel uncomfortable. You might have to move some of them to the table when it&#8217;s time to eat. No problem. Enlist everyone&#8217;s help.</p>
<p>• <strong>Forget the Total Cleaning</strong></p>
<p>Don&#8217;t try to have your home spic-and-span. A quick wipe will be fine and no one will know the difference once they&#8217;re all there visiting. Use a towel to wipe down the bathroom sink and countertop, flush the toilet, fill the toilet paper, fluff the pillows, sweep the kitchen floor, and enjoy the day. You can clean tomorrow.</p>
<p>• <strong>Turn Down the Heat</strong></p>
<p>Once you get the oven going, candles burning, fireplace lit, and room filled with guests and happy conversation, you&#8217;ll be amazed how warm your home will feel. Save energy by turning down the thermostat! Who knew?</p>
<p>• <strong>Set the Mood</strong></p>
<p>Even if you don&#8217;t have time to put Christmas decorations around the house, you can really set the mood for a holiday party with candles everywhere. Keep them safely out of traffic, but light the coffee table, side tables, dining table, with pillars, votives, and pillar candles. Don&#8217;t forget the powder room. Wherever you can&#8217;t use candles, create atmosphere by simply dimming the lights.</p>
